Is this normal for a new SI?

Not really a problem, but I noticed that when the car is not quite warm,or about four or five bars on the guage, that there is kind of lag when accelerating more than normal. Not hard acceleration, but maybe 3/4 of a throttle. It actuall feels as if the car slows down before it speeds up.I have tried to replicate the problem after it is fully warm, but it doesnt happen. Is this something in the program that prevents you from driving hard while the engine is not at operating temp?

Yeah, it seems both 06 and 07 Si's "buck" until warmed up.

This is a fault in Honda's Drive by Wire. Get used to it, it's not going away. Let your car warm up for 5 minutes before you drive, and it's not as noticeable.
