Weird Question about Hybrid's and CARB legal Mods in California?

I Have a weird question! If I were to mod a new hybrid with aftermarket parts, Do they have to have a CARB o.e.# to be street legal in california? I know that most aftermarket parts have to have a CARB o.e.# to be street legal in California, but Is it the same for Hybrid's? Do Hybrids even have to be smogged?
I know it sounds weird, but I can't seem to find the Answers!
