Reflash help

I have seen a lot of forms talking about reflash. Could some tell me what it does?

I have R18 Honda civic lx 2008, I have added intake and full catback.

If i do reflash will i loss gas millage?

ALSO: How do i know if catback is less restrictive?

um reflash is only for k20's unless something is new now?
And all catbacks will be less rest. if its aftermarket, well should be. like one less resonator and a better muffler.. etc
