Well hey guys i can guarantee you my 10,000K HID kit is A LOT BRIGHTER then my stock halogens. And I just drove in the rain a few days ago, and everything was just fine, quite frankly better then my stock halogens. It all depends on the type of kit you get. Mine is a good quality kit, therefore, I get good quality light output. And these 10,000K will never get you a ticket, nor do they glare up and blind oncoming traffic. There just as blue as the Xenons you see on TL's, BMW's, Lexus, etc.
