Even 'city' driving can vary depending on your 'city' environment. For instance, in very dense urban traffic (NYC, LA, CHIC, etc.) it would be expected to get rather low MPG due to rarely getting the car up to speed at all due to heavy traffic and very small distances between stoplights.

Less dense city driving (Vegas/PHX perhaps) where (often, not always) traffic is somewhat less dense and the distance between stoplights in greater, allows for somewhat higher MPG, all else being equal.

This is, of course, not to say that particularly patient drivers could not do reasonably well in either case. I believe we've seen a few NYC folks reports rather decent city MPG.
