Those files are specifically designed to be used in conjunction with a "HIM" (Honda Interface Module). They are nothing like the standard .bin files that are used for OBD0/OBDI reflashes. The files contain a series of instructions for the HIM to transmit the required changes through your cars OBD2 port to your ECU. The file isn't actually compressed, its encrypted. According to the OBD2 standard, manufacturers are allowed to encrypt the programming functions of the OBD2 port.
