Okay, I don't believe some of these claims posted on here either but man, 21mpg is pretty sad for a Civic even if it is an Si. Heck, my brothers 94 Mercury Grand Marquis with 4.6l V-8 gets that and he has 138,000 miles on his clunker. You should be getting at least around 25-26mpg average. Anything less and I think there has to be something wrong.
I never took a long trip on the highway with mine so my mileage is based on mostly city and stop and go driving to work on the highway which is worse than city traffic and I am getting very consistantly 26mpg.
Not great but I am happy with that and didn't expect much more.
If you work at Honda have them check it out. Maybe you need your injectors cleaned or the spark plugs changed or something.
