obviously there would be more to a bill like this. It would in my opinion require the company to raise their companies job count by a percentage each year. If the percentage dropped by firing the year after then they wouldnt get the tax break for that year, Because there job count would either be lower or the same the next year.
you work force is 9 people, You hire joe shmoe for a year, your books show a 10% employee increase, you qualify for tax credit
next year you fire joe shmoe, at the end of the year you show a 15% decrease in employee's, you dont qualify
the third year you re hire joe shmoe you show a 0% increase from the best year of employment you dont qualify
the forth year you hire joe shmoes brother brad shmoe , you show another increase and qualify again
this would give a good incentive to grow and create a better economy
