Yeah. Basically the test that made the Civic's(and others) mileage so impressive was very old. The new test takes in to account the higher speed limits, shorter city trips, and more aggressive acceleration that today's drivers encounter.
Same car but different numbers.

Your mileage in a Civic will definitely vary. This models mileage is extremely sensitive to cold weather, stop-n-go traffic and quick acceleration.

No. Honda engines are renowned for their durability, so redlining wouldn't hurt it.
