Sorry, I misunderstood. No relay harness is necessary for the 8th Gen Civic. Essentially you unplug the old bulb and remove it, then plug the wire from the lights into the Ballast, and the new bulb gets plugged into the Ballast.
Just add 2 things in addition to my original post.
1. Make sure the Ballast is installed with the recessed electrical connector pointed down. This is to prevent accumulation of moisture in the connector.
2. Spray some spray lithium grease in the connector to further weatherproof it.

Thanks. I would still like to install the relay just because. Does it come with instructions on how to install the relay?
