The shop that I visited to fill the bottle of my previous car that had a nitrous setup, the employees measure the weight of my empty bottle before submerging it into a big can filled with ice + very cold water. That can was inside a big freezer. They leave it in there a few minutes until the bottle is very cold, then they put the main nitrous tank upside down, connect the lines to my bottle, purge some air from inside the line and open the valves. Now by the law of fluids and differences of pressure due to the differences in temperature, nitrous will pass from the main tank to my bottle without the help of any kind of pump. By measuring the bottle weight they now when is fully filled.

What is the big deal about this?

You make sure that only nitrous will enter to your bottle and not mixed with air like some nitrous pumps do.
