I will give you that that is the biggest problem with Apple in enterprise, but that's really just how they do business. Not much to do about it. Honestly though it sounds as though there are some more fundamental problems that need to be fixed on the network. There's no reason the Macs and PCs can't coexist on the network normally. It's done all of the time.
As far as your parallels problem, have you considered using Virtualbox instead? It's free and owned by Sun (now Oracle). Worked fine for me from day one on 10.6 but then again it's not a commercial product so you can't expect commercial support (but hey, it's free!).
