You're right, the 06 & 07 are almost identical in every way, but the shifter cables are different. You would have to ask Honda for the reasoning behind the change, I saw nothing wrong with the '06 cables but they definitely changed them for 2007.
Either way, installing our new
2007 Civic Cable bushings makes a huge improvement :)
