Nice write up. I think another good way would be to use a pen/marker and attach a string to a post in the center of the wheel. Then just cut the string to length and circle around. Kind of like a make-shift drafting compass.
It would take a lot of time to get everything centered and in the right position, but after that, you'd have a perfectly round circle.
