I imagine you would need to pull apart the Power Outlet and hardwire it to your battery or splice into a constant 12V wire. Not sure where there's a constant 12V line, there's probably one leading to radio tho.

If you need a constant 12V power outlet you may want to consider just buying an aftermarket cigarette lighter adapter and wiring it to your battery. It won't be as convenient as the stock outlets, but you should be able to hide it under your the dash or seat so it's not visible. I did this with my old '98 Civic CX hatchback.

or 12V Power Socket Plug just cut off the adapter end and hard wire to the battery.
