Well if anybody actually drove there cars fast enough to need the downforce of a wing then it's actually useful.In all reality HUGE wings are'nt needed but a little down out back makes for a safer drive at high speeds.But without downforce in the front I doubt this car will handle well at high speeds as it would unbalance the car and cause a little lift on the front(steering and drive tires).So in answer to your question,most of the time it is cosmetic unless it's on an actual racecar.
