Going over a speedbump at an agle is not better than head on. On MOST vehicles, the lowest part of the car is centered between the tires. If you take the speedbump head on your whole car will raise off the ground. The only scraping you might worry about is the front end hanging over. If you go over diagonally you risk hitting the oil pan and well as whatever may be between the wheels. Diagonal only works for driveways not speedbumps. In a driveway you try and raise the car so as to not scrape the bumper. The quicker it's higher, the better thus come up at an angle and get the bumper up before getting the second wheel closer to the obstacle
