It shoud state:
Rule #xxx - No Campaigning. If caught, violator will be stripped from ROTM and not be allowed to enter in any ROTM there after. etc...
I do agree that campaigning in this instance was a gray area, and should not also have been considered as cheating. Should just have been simply stated breaking the rules, which in this instance was another gray area.
Example - When you get caught for speeding. The speed limit is the rule. You get caught for breaking the rule not for cheating.
Just bad verbage if that is how it was originally presented, and I am sure next time this situation will be buttoned up.
