This post, and a few of the replies, have been quite helpful. Thanks.

A few additions:

There is a fuse puller and spare fuses for all amperages used in the Civic on the top inside lid of the underhood fuse box.

There is some confusion about the size of the "mini fuses" in the interior fusebox. They are "super mini fuses", not to be confused with "mini fuses". However, the "mini fuses" which are commercially available at pretty much every auto parts store will work; they will just protrude a little bit.

For tapping into the fusebox, a Littelfuse Add-A-Circuit is the best option, and while the unit is not available in a "super mini fuse" size, the standard "mini fuse" size will work fine.

An easily accessible ground can be found adjacent to the interior fusebox, on the right side of it, slightly above it. Look for the dull silver slotted head bolt which partially retains the fusebox; it is bolted to a sub assembly which is grounded.

I used the info in this thread and some trial and error to install an Icom VHF radio with no problems.
