Depending on budget you have a lot of options. If you buy a 'Retail Boxed' processor, it'll come with a heatsink and thermal pate to apply it, which will be fine, unless you plan on overclocking it (or spending more money for the hell of it). You might want to add a graphics card (I'd recommend one, even if it's just a cheap one for the sake of it). Depending on the case you get, you'll most likely have to buy a power supply along with all of that too. Make sure you do your homework and buy the right kind (DDR2 most likely) and speed (preferably the fastest supported by your motherboard) RAM.

As for the processor, I'd say to get an Intel E8400. They're the best bang for the buck at the moment. AMD is pretty much outclassed by all Intels right now, if you look at any benchmark comparionsons.
