I think he's actually talking about blue bulbs vs. clear bulbs

if you've seen silverstars next to xtravision bulbs, they put out the same amount of light, it's just that the silverstars put out whiter light.

Although the light is a lot whiter, it doesn't look like much of an upgrade to me.
He didn't say anywhere in the article that sylvania silverstars aren't an upgrade, he just stated that you can get equal or greater performance from clear bulbs, and that they're nowhere near the level of the osram silverstars
to Webby, he didn't mean literally blue, there are many "blue" bulbs with blue-bluish tint to them. He's talking about those bulbs vs. clear bulbs. Compare the sylvania silverstars to the osram silverstars as an example, or the sylvania silverstars vs the sylvania xtra vision bulbs.
I agree with you on Nokya and similar products. I've used Nokya, Luminics, Halo, n other various Japanese and Korean products, they all disappointed me in some way shape or form. Not to discredit Japanese or Korean products, but those bulbs were crap. Mostly lack of output and melted harnesses, colors were nice though
