LOL @ this thread. Threadstarter, no offense but WTF are you thinkin? You've had your car for, AT MOST, 2 years and you already want a re-paint? So are you going to pay 4-5K every couple years to have it re-painted?
Why not get the things that are wrong fixed, then start looking at what caused the swirls/spiderwebs in the first place. Get it detailed and change your washing methods.
