Also, there is a small chance I might be moving to Utah for a few months. If so, I will be taking my car out there. Do they make brakes/discs for winter conditions like they do tires? hmm tires is another thing to think about.

Turning the rotors is what shoots the price up. I think as long as you stick with OEM you won't have to worry about the brakes not working. Only track pads have to be heated up work properly. You should get a set of dedicated snow tires on steelies if you think you'll be experiencing bad winters
