I can't speak for all dealerships, however my dealership when quoting a brake job will be most of the time pads and rotors (Honda Canada refers to all drums/discs as rotors). The technicians want to sell the job in full to be paid that. On occasion they may do just pads if the rotors are still in tip top shape.
