Dont know if anyone has had this problem, but it took my dumbass an hour to figure it out. I bought some replacement 100W "HID" bulbs to replace my low beams. Well I struggled to get them in and could not get them to lock into place. So after an hour, I changed out the rubber ring off of the stock with the new ones. Wala, worked like a charm. They went right in and locked with no problem. So if anyone replaces the lights and cant get them turn, just swap the rubber o rings.
