I'm not sure, I've never had it rain while I had it one yet. I'll look at it when I get home. :P
As for rust, I'm going to be honest and say that there was a little bit of rust forming on one of the bolt heads where the paint had chipped off. I sanded it down a bit and applied some black primer I had laying around the garage. No biggie.
It's funny how many companies don't use stainless bolts. My Vis Racing wing was the same way (they used steel hex bolts and those rusted up pretty bad).
