Short answer: No. Tint law is at 35% in Kansas, just like Texas.
Long answer: Someone shady I'm sure will overlook it, but I wouldn't advise that as cops will certainly not. The diff between 25% and 35% isn't too huge, though... so you might be able to get away with it.
