I've seen both. If you are looking for a lighter hood (for racing or something), you'll find one cheaper. If you want the look but also want strength - find one with a latch. They very often are built better. It's not that the other is cheapy or anything, it is just a matter of what you are using it for. Even if you have hood-pins, the overall skeleton is different if they assume you are using a latch.
