I hate Pep Boys when it comes to tires. I worked for them. ( I quite two days ago). The Service Advisers get paid based on percentage of the sale. Most of the time they will charge more just to get more money. I know one guy who charged someone $34 to have the tires mounted.
As for the rebate thing goes. You simply enter in the amount of one tire and mail it too pep boys headquarters.
I would not go to Pep Boys to get tires at all. There are much better places to get them. Also, make sure the tires are not old either. Some of the tires at Pep Boys have a pretty old shelf life which can potentially make then dangerous.
