Depending on which kind you get, If you get those heavy ones (25lbs - 35lbs) it'll will affect your mileage enough to annoy you. I have a set of average weight aftermarket rims (18lbs - 22lbs) the hit on my mileage isn't enough to affect the overall cost of fuel in my case. There are lightweight aftermarket rims, some even weighing less then the current Hybrid rims. I'll only be keeping mine on for summers and switch back to the OEM rims for winters. Anyways check this site out for samples, weight etc etc

Depending on your location. In Canada (well in my area of Canada) we don't have those requirements. It would be annoying if they stamped that sticker on all Hybrids especially on those that won't be anywhere near an area that that has HOV lanes.
