I wanted to get mine done when I was in Maine, but I couldn't believe the most they could do was 35%.

In Ontario there is a a vaguely written law, stating (to paraphrase) "The officer must be able to see what is inside", instead of having a set percentage. Usually this is interpreted by the police doing a spot check by pulling you over and seeing if they can read the gauges from outside.

I got pulled over in my truck before (17%) and barely passed, but usually what they allow is in the 20-23% range. That's one good thing about the Civic gauges though, because if you ever get pulled over you can quickly jack up the brightness of the numbers to max.

As for buddy above, I don't think 5% (AKA "Limo") would be allowed anywhere, really. 20% is damn dark, and enough to look cool.
