Almost all automotive glass today is in the 70% (federally mandated) and 80% range. The highest I've seen recently was 88%. Some cars from the early 90s have clear glass which is 94%.
The average is 75%.
To get a truly legal install in ND you'll need to have a 65% ~ 70% film installed on the fronts. If you install a 50% film most of the time it comes out to 42%. Fear not, plenty of good high heat rejecting films out there that will be legal legal when installed.
If you get a 50% film and it comes out 42%, the cop would have to be a HUGE jerk to pull you over. But I've seen it happen before.
That's what I like about Geoshield Ceramic, it stops 53% of heat and usually meters about 45% to 47% on the glass (47% is our legal limit in MN).
Or you can use something like Geoshield IRis 70%, stop 54% of heat, meter legal, and no worries. (most "limo" 5% films only stop 40% to 60% of heat)
