If you've replaced all three pulleys and it is lose then you've missed getting the belt routed properly. Make sure it's centered on all pulleys (especially the ribbed ones). I set up the belt on all of the pulleys except for the idler pulley, then pulled the tensioner pulley towards the front of the car and slid the idler pulley with the belt on it over the shaft that holds the idler pulley and threaded the idler pulley bolt in by hand. Then I released the tensioner pulley, tightened the idler pulley bolt and verified the belt was centered correctly on all pulleys.
