This unit is a universal control. Some cars not only have audio controls on the steering wheel, they can have temp controls, mute, and both scan and preset. You can cut these connections as they are not needed. Do not cut the looped wires though. I left mine in case I decided to sell the system.

Since you are only controlling one main system, there is only one connection needed. The red and black wires power the PAC system.
The White wire is receiving inputs similar to Morse code.
Ex. If the receiving unit (PAC) receives a 1010 that may mean to turn the volume up one level, or if the receiving unit receives a 1011 that may mean to turn the volume down one level. Each button has its own unique pattern that it sends out. You can program your controls anyway you want. You can have your Track up and Down change the volume. The PAC unit doesn't care. This also explains the delay. Your signal must first be decoded by the PAC, then another signal is sent to the Head Unit.

Yes it is necessary. The brown wire is currently floating. A floating wire can pick up voltage around it. Your PAC is receiving 1's and 0's. Weather it receives a 1 or 0 is dependent on the voltage that it determines represents a 1 or 0.
Ex. If you have a 3 volt systems the unit may see any voltage that comes in that is above 1 volt is a 1 and any voltage that is less than 0.3 volts is a 0. If your ground is not exactly 0, your PAC may see all 1's coming in.

Also I like to have one center ground point as not all grounds are the same.

Yes, this is necessary also. I connected all my grounds connections at the same point.
