It should measure 0V (referenced to ground) when the alarm is armed (red LED besides the speedometer is flashing).
Btw, any way I can get a copy of the electrical diagram or any info pertaining to it? with the likes of the snipet you posted above can be helpful for a lot of DIYs I have in mind.
