Theres no rumor going about the BBC Top Gear going under. The article just states that it is likely not going to air before June 15th as previously speculated by a Top Gear insider.

The American version was never "Jay Leno's Top Gear", it is actually owned by NBC. NBC did offer Jay Leno a spot as one of the three hosts from which Jay quickly refused.
