That may be a Virginia specific law, as there are auto-start kits available specifically for manual transmissions. However, it IS illegal to bypass any automotive safety mechanism such as a neutral safety switch or clutch switch in order to install one.

Most professional installers won't install into manual transmission vehicles due to the liability involved - not because it's illegal.
