it just seems like the cops wanted to show off what they had learned..
The cop and his friend cop probably just got out of class and were on the radio talking about how they should show off their knowledge of vehicle modification to a "ricer."
The cops probably went to the class in the first place because someone offended them by being brave enough to tell the cops that they and all other cops are ignorant pigs when it comes to understanding what is legal and shouldn't be just writing people tickets when drivers haven't done anything illegal (i.e. cops think Si stock exhaust is aftermarket and etc.)
