You shouldn't have to be 25 to get a loaner car. My friend got a loaner car when he was 19.
The laws may vary from state to state, but at most I believe you pay a little extra if you are under 25 (or maybe 21) but that is Honda's problem, not yours. If they try to tell you that you have to be 25 ask them why. You are old enough for them to sell you the car, they should be able to give you a loaner if it breaks down on you.
