He was talking about the SI... and there is a huge bump in power after the VTEC cam shift. Look at the chart.
Performance cam engages at 5800RPM, @ ~125hp and by the time it hits 6800RPM we see a near 40HP jump to ~162hp followed by the max 180hp found at 7800RPM.
