Question Wiper pressure, new ones needed?

So last week i went to my local dealership to get an oil change and a few things checked out, one of which was the wiper blade pressure. My wipers have trouble removing water from the windshield, they always leave a thin film, but its much more obvious on the part of the wiper that's furthest from the attachment points. Basically that means that the top part of my windshield is never clean after i use my wipers.

The technician told me that it was caused by regular wear and tear so it was not covered by the warranty. He told me that i needed to get new wiper arms and that it would cost me well over 100$. I decided to take a look at the wiper assembly and noticed that there are springs that actually maintain the pressure on the windshield. I would assume that by getting new springs, the pressure would be better so i wouldn't have to get new arms.

Anyone encounter this problem? If so, any idea what the part number is for this? Before i did all of this, i changed the rubber inserts for the wipers, it helped for about a week, and then it was back to bad cleaning...
