Sounds to me, if your charger isnt making boost, and you have checked all the bolts to make a good seal, Then it must be the little hose connecting the boost bypass valve to the manifold. Check to see if it came loose.
Bypass valve will remain open if not connected and no boost will be created in the manifold.
