If you have an Si 15" isn't really an option. Not too many downsize to 16 but a few do.
Downsizing in diameter is somewhat common with autocrossers as a way to cut down on rotational mass and to save some money on expensive performance tires.
Also the smaller the diameter of the wheel typically you will want a taller sidewall as a result. Taller sidewalls means more flex which is detrimental to handling.
