It turns out the fuse for the horn in the car's fusebox blew, which is rated at 10 or 15 amps (I forget). She replaced the fuse multiple times and it keeps failing. The worst part is that the fuse controls both the horn and the rear tail lights, so when the horn stops working so do your brake lights. I will be fixing this soon by putting a relay in and directly getting power from the battery, not the original horn power wire. I will use the horn power wire to switch the relay on and off.

Thanks for the quick response. Yes, I just looked in the owners manual, and the horn and stop lights are on the same 15amp fuse.... Are you having trouble with yours(Si)? You said that you installed a 20amp fuse in both of your horn installations, correct? Did you place them(fuses) in an area that you can get to without having to take off the bumper? In your friend's car, have you tried replacing the 20amp fuse with a 10amp fuse? That way, when it blew, brake lights would remain just the horn would go out.... I think. I'm gonna try it within the next couple of days. As long as the 10amp fuse is placed between the horn and oem fuse box, it should go first I think. I think when you use the 20amp fuse(horn), the 15amp fuse(horn/stop) in the oem fuse box goes first. Then no stop lights... I'm hoping the 10amp fuse won't just blow as soon as it's used...
