I worked at Acura for 2 years and we installed the upper bumper screw on every car, no one complained. The plate bracket is just a little floppy only using 2 screws so leave the top one out and people will complain it's floppy, install it and people will complain of a hole in the bumper because they want to remove their plate and break a law.

This is what I mean tukai. I'm not saying that we NEED the holes drilled in our bumpers, I'm just saying that they're doing what they're told to do. When they get the car, part of the process of getting it ready for sale is drilling that hole. I dislike it just as much as you guys, but I'm not about to walk into Honda and yell at them for doing their job.
