Keep the ISO at 200, probably expose the picture for the car with the lights off, then turn the lights off and then underexpose a little bit so the lights don't overpower. Use a tripod. If you have a lot of off camera fancy lighting equipment you can use that to add in some fill light and get both the lights and car exposed better.
