You can use aluminum foil too to make a 'light shade' , even though most leds are directional, (light goes where it's pointed) you can reflect the light too by adding some reflective materials. Aluminum foil is awesome for that.
Try it, experiment. take the led, wrap half with almunium foil, and another one without, see how they compare. It may be what you are looking for.
If you cut the led with a dremel you will get better reults then with just sanding.
Sanding will cover the surface with micro cuts, you might want to just scuff the top of the led, the 'bulge' so the light is dispersed there, but the sides are clear and radiate normally.
