it used to be allowed, but people kept putting more and more quotes in their sigs. There wasn't a way to block quotes from being added. Some people had a photo, and 3 or 4 quotes in their sig. You could put 300 if you wanted. The reason you still see some with quotes, is from the old sig rules, and they haven't edited out their sig since.
