I experienced that in a Mazda dealer and I don't own a Mazda right now.
When I bought my Si, there were 3 separate negotiations; trade in, price of the car, and, and financing. We went through each step. They didn't charge prep fees. Best of all, they called me back a few days later to tell me I qualified for a lower interest rate and to come in to sign the paperwork. I was skeptic at first. I compared the paperwork and they both were identical except for the lower interest rate.
