I also think that the plate that goes over the battery and covers everything is to maybe HELP incoming air...less obstructions(or placed for air to be trapped) for the air flow. that way there is less turbulence and a more direct/smooth flow to that area!
Also note that ECU cover can play a role in guiding airflow right into the intake hole.

Actually, the plate has nothing to do with the rammed air that comes from the cowl area. I have never seen a ram air system using cowl induction with a gaping hole in the side. Doesn't make sense. It detracts from the vacuum and the ram effect. It must have some purpose, but I just don't know. I personally believe it is there to be connected to the factory cold air intake tube, but I may be way off. Soxfan143 suggests it may have something to do with the throttle plate, which might be a possiblity. This really has me confused.
